I dont think it's possible, it might be possible with spout, but I'm not sure.
Because getServer() is'nt static in MyPlugin, you need an instance of MyPlugin in a variable to use that method. (It is static on Bukkit.getServer())
The neutral mobs are spawned on world generation, so you dont get an event, you have to use a chunk populator or something to do that.
Also, this is just something that makes it easyer to see your code: packages, methods and variables should start with lowercase classes with uppercase
