The default implementation of the yaml configuration class cannot read utf-8 characters. Or you can try using the unicodes instead of the chars.
I have done this before using packets, just sending a set item packet with an arrow item in it on slot 9 or something like that so it is invisible.

I have checked the client code, but I haven't found a way to open it with packets, opening the command block is now completely client side.
In minecraft version 1.8, you can no longer open the command block with the same packet, only signs.
