TV plugin

I know this probably isn't possible but just to be sure. Can you make a plugin that allows a video to be played in-game on a in-game screen?

Might it be possible to do.. something like this:
If a player places a picture. It always places one of the 2-wide pictures.
And then switches to another 2-wide picture every second.

There might be a performance issue? So you'd have to start the timer if a player is in range or something.
