Okay so Im going to straight forward tell you the problem XD. I just want all the default players that join the game, to automatically have spawning rights, like /give, /i, etc. I use group manager for the ranking and Essentials for various reasons. There is probably something wrong in my config file, I just don't know what.

Here is my groups.yml file from GroupManager for my server

    Code:
    groups:
      SemiAdmin:
        default: false
        permissions:
        - +groupmanager.mandemote
        - +groupmanager.manpromote
        - -groupmanager.*
        - '*'
        - afk
        - back
        - back.ondeath

    # If you receive an error when Essentials loads, ensure that:
    # - No tabs are present: YAML only allows spaces
    # - Indents are correct: YAML heirarchy is based entirely on indentation
    # - You have "escaped" all apostrophes in your text: If you want to write "don't", for example, write "don''t" instead (note the doubled apostrphe)
    # - List items are prefixed with a hyphen and indented:
    # lists:
    # - look like this
    # not:
    # - like this
    # - Text with symbols is enclosed in single or double quotation marks
    # - CraftBukkit and Permissions have been updated: CraftBukkit and Essentials almost always line up, but sometimes other plugins fall behind CraftBukkit's multiple daily updates
    # - You have saved the document as UTF-8, NOT the default, ANSI

    # usually whichever plugin was updated most recently wins out. However, the full name of the command will always work.
    # For example, if WorldGuard and Essentials are both enabled, and WorldGuard takes control over /god, /essentials:god
    # will still map to Essentials, whereas it might normally get forced upon WorldGuard. Commands prefixed with an "e",
    # such as /egod, will always grant Essentials priority.
    # We should try to take priority over /god. If this doesn't work, use
    # /essentials:god or /egod. If god is set using WorldGuard, use /ungod to remove then use whichever you see fit.

groups.yml is messed up...uhm...how do i put this
you need to put a qoute like character on every permissions (' ') like this '<permission>'
and the permissions you put is not right...check the plugins wiki or their thread...the permissions u need are in there

    1) DON'T USE CAPS LOCK IN THE TITLE!
    2) You're not using proper permissions.
    instead of
    Code:
    - back
    it should be
    Code:
    - essentials.back
    3) Semi-Admin has the * permission meaning they have every permission, why are you assigning more?

xD...as i said earlier...dont just put random stuff in permissions...you have to check if its the right permission you are putting there...lookie here
    http://ess.khhq.net/wiki/Command_Reference
    check each permissions

Ok so I looked on the link you gave me and the second one down on the list is "give" so in the permissions config file...I made sure I had - essentials.give as one of the commands, but the player that joins cannot use this command, this is what I want to do, is allow players that join to automatically have the "give" command. Thanks too!

    hmmm...put this exactly

    - 'essentials.give.*'

if that does not work...reinstall essentials

Ok I believe your right when it comes to the command - 'essentials.give.*' however, It still does not work, and I think it has something to do with my Essentials config file. Because I even promoted the player to "Civilian" which is the default rank, and they can still not use the /give command.....

Im also using "CommandBook" IDK if this has anything to do with it XD

sorry...dosed off yesterday...hmmm...yeah, i think commandbook has a command "give" too right?
    try removing commandbook...or essentials...
    and remake your permissions
