[REQUEST] A Simple Tickle Plugin

I'm wanting a simple tickle plugin. When you have a feather in your hand and you right click on a player, mob, or monster it will tickle them causing them to be knocked back as if you punched them but they won't take any damage.

Anyone willing to make this? =)
I'd be ever so grateful.

Edit: Oh and maybe put and editable cooldown time on it (in seconds if possible). So that way it can't be spammed.

Edit 2: Oh and if it's not too much trouble, add a permissions node to it please. ^^

 

Nice idea, but I think you will have more success if you post it in the Plugin request section.
