    Suggested name: ReportGui

    What I want:I would like to ask for a report plugin in gui. After using the /report command, a gui opens which is named with the nick of the player we are reporting. When the player clicks, for example, "cheats", a message is sent to the administration with the content that can be set in the config. Such a report would have a cooldown that could be changed in the config. I would like just one example, the rest I can handle by editing the code myself. The administration would also have a list of all reports using the /reportlist command. There would be a piece of paper that would have written in lore the name of the person who reported it, the name of the person being reported, the date and the reason

    Ideas for commands: /report, /reportgui

    Ideas for permissions: report.players, report.admin

    What kind of content in the report are you looking for?

    That sounds like you just want somebody to write a base plugin that you can modify at this point.
    Is this correct?

    no, I want someone to write what I asked for above, there is everything written above.

    This is the content I am referring to. Do you want it to simply say "Player was reported for cheats" Or do you want it to include things such as the time it was reported, the current location of the reported player, who reported them, chat logs, like what?
    This implies you want to finish the coding yourself

    yes, at the time of reporting a player, a message about thanking for reporting a player should appear in the chat with a reason, for the administration there should be a message who reported whom and for what (which option in the gui he chose) it can also be a date
