Problem/Bug Failed to bind to port

Heya, im creating a Dbc Server, but this error appears, and i read ALOT of topics about this, but, i this don't help me so..., if someone can help.., plz do it

and... another problem appears, i put my server to cracked and premium minecraft, put that error appears: Failed to login: Invalid session (try restarting your game)

and i created 2 others servers, but i deleted the two, and i put the same ip of the last server, so
there is something?

and to realize that it is not the same server, because when I stop the bukkit gui, the server is still on

he is not running but the same ip (of the proprieties and the server) are the same of the old server
