   I have a region with build disabled, and added owners with /rg addowner <region> <player> but people still can't build.

   Remove the build flag. Players who are not owners/members cannot build by default, so no additional flags are needed.

   Nothing stupid about it. The flag doesn't work the way someone would expect it to work.
