PVP countdown w/ deathcount

Been looking for a plugin like this for a while but I can't seem to find one. So I figured I mise well ask.

Plugin category: PVP?

Suggested name: PVPdeathWin?

What I want: I would like to have it so that the plugin turns PVP off. There would be a countdown of x time and after that time PVP would be turned on.

Then there would be a death counter that would count the sum of deaths for players on each team. Ex: Red_Team: 5 Deaths. (Hopefully it could be based off group manager because that's what I used for teams).

The counter would have a limit of x deaths and the team that reached that first would lose.
Ideas for commands: Any name is fine but hopefully:
Set time. Ex: 1h or 15m ect. ect.
Set max deaths( self explanatory)

Ideas for permissions: only OP can change or start it

When I'd like it by: Sooner the better but no hurry.

[edit] Right now the teams are made using Essentials Group Manager using /mangadd and the players are added to them using /manuadd. This is currently the only way I can think of how to do this. If you have a better/easier way for you please let me know. If this is not enough detail ask again.

[edit] You need to add a bit more detail. How do you get these teams. Who sets the teams. Provide a bigger explanation of every single detail. I am not the creative one, I am the coder.
