Randomly striking lightning

I want a plugin that can randomly create lightning that strikes 1 place sometimes. I am making a lightning rod antenna and i need a cool effect that make it look real.

The commands can be "/rdml create <name> <delay1> <delay2> <XYZ/here>" replace <name> with what the lightning place should be named. <delay1> and <delay2> to choose between what times the lightning should randomly strike. XYZ is the coordinates to the block the lightning shall hit or here to place it right on your feets. "/rdml remove <name>" to remote it

permissions:
randomlightning.create [creates lighting]

when i like to have it: today or tomorrow
