KitPvP Ranking Plugin & PEX

OK so I've been searching everywhere for this kind of plugin... haven't found one.
What I want:
A plugin that players can rank up with. I already have a plugin that give players money for each kill.
What i'd like to happen, is when a player hits a certain balance, they can use the command /rankup and move on to the next rank, along with a suffix change, and permissions change. By this.. never mind let me give you an example.

Warps available to "Knight" rank: Arena, Shop
After I rank up to Warrior, I want...
Warp available to "Warrior" rank: Arena, Shop, NewWarp

If the ranks are like: Baby, Child, Teen, Adult. I start out at baby. I earn $200 and rank up to Child. I have now unlocked a new warp AND gained a new suffix.

Like the title says, I'd like this to be compatible with PermissionsEX.
*A simpler way to do this plugin is to reward players with a customisable command in the config. If I rank up, the command '/pex promote StingBack12 KitPVP' will happen*
