Police/Cop Plugin for Contraband Server

What I want: Hello guys, I would like to start a Contraband Server (Drug Server). Very similar to a prison server except you're not mining or chopping trees for money, but instead you're out in the wilderness growing crops(drugs) and then selling them back at the main city. In the main city there are Police Officers(Real players with designated rank) who patrol the streets with their frisk stick. One major problem is getting the cops to keep their armor on and not being able to drop their armor and baton(stick). I'm looking for a plugin similar to http://www.spigotmc.org/resources/simple-prison-guard.930/ but that one is for Prison servers. I was wondering if anyone could create a similar one but instead have it so Cops are always on duty and they can never switch armor. I would also like to point out that officers shouldn't be able to drop any items, but they can pick them up.



Ideas for commands and permissions:
/policekit set - OPs only - Sets the police kit to your current inventory. (Records your armor slots also so when player does /policekit the armor is changed to what it was originally set as)
/policekit - police.kit.use - Replace your current inventory and armor with the one defined using /policekit set. Also makes it so you can't drop items from inventory or change your armor with this permission node.

Your plugin is great but unfortunately it is not what I am look for. Your plugin spawns in NPCs that have batons and go around but I was leaning more towards the idea of actual players who are cops who have a designated Kit that they can only use and that they can never take off or drop items.
