Essentials /repair all only repairs hand

Hi everyone I'm currently have an issue with the essentials /repair all command. When a user uses the command /repair all it only repairs the item in there hand and i can't seem to find out why. The group has all the correct permission for the /repair all command.

Do the other permissions in the group work?
Also are there any errors?

 

All the other permissions are working without any issue's and there are no errors

 

Give permission essentials.repair.all.

 

Being trying some different stuff and now it won't repair any equipped items for some reason in order to repair them they must be taken off and be put in the players inventory for the repair to work. When ops or admins use /repair all it repairs equipped armour. anyone got any ideas why this is happening?
