Last time I checked, there was no control over the anvil in the API or I would have this in Flags by now. EDIT: Actually now that I think about it, there is a way this can be done. I'm not sure why I didn't think of it before. I could put this in Flags for you. You can change the message yourself and use the bypass permission for your donors.
Easy... check if user is right clicking (PlayerInteraction) an anvil and cancel the event plus send a message.
Yeah, that's what I did. For some reason, that just never occurred to me before. ZakPvP, I added it to my internal builds and will be in the next release.
