PlotMe Permissions - Non-OPs Can Not Claim Plots

I have been trying the resolve this issue for awhile now, but nothing seems to work. I have plotme.use under the plot world permissions, but it still isn't working. I'm using Group Manager by the way. Here is my permissions folder:

Does this give you an error on startup?

 

No, i can start the server just fine. The people who try to claim the plots are getting a message saying, '' you don't have permission'' Iroh
