[URGENT] PermissionsEx (PEX) won't work!!!

Help!!!
So whenever I edit PermissionEx's config, it has only a small effect. So whenever I give access to a command, like /spawn with the permission essentials.spawn, it has no effect. when I test it, it says You do not have access to that command. When I try to promote myself to the rank Admin with /promote, it says:
Usage:
/promote <user> - promote <user> to next rank.

I still don't get what that means. What sections are there.
By the way, Caps are boss, Pens suck
