This would be a plugin that would involve temporarily inviting someone to whitelist. /whitelist invite <player> would temporarily whitelist them but then remove them from the whitelist when they logged out. or like /inviteserver <player> maybe also perms like only owner or admin could use whitelist, no brainer!
Well, that's not a problem with design, that's mostly problem with their behalf or an accident on the inviter?*'s behalf, you could I guess simply reinvite him

how about this to solve the problem (/invite <player> time) then if for some reason an error popped up and they got kicked or some thing it will allow them to join till there time is up, when the time is up it will kick the player and then it wont let them back on till the command is given again also add a 1 minute warning feature so they know when there time is up or something, or a command like this (/invite <player> check) to check time of the player.
