If it's a plugin site, buy a domain (and web hosting) and code it yourself, like I did (http://www.jozethdev.com/). It's better to do it on your own because you have access to databases, e-mail accounts, SSL cert.

I use HostGator for my site. It runs a Xenforo forums like a champ and I use it as a general web server as well. I pay 55$ bi-annually. Not bad for the hosting in my opinion.
