    This thread will never be 100% complete. I will try to keep it updated with all the new plugins, and calculate everyone's comments in the reviews I have made.

    Chat Plugins:
    - bChatManager
    This is an average chat plugin, it is in slow development of channels, which are in use but not as good as herochats. Essentials /nick does not support this plugin.
    - Essentials Chat
    This is a more basic chat plugin, It should not be used for servers using any advanced chat methods, and does not work well with bPermissions.
    - HeroChat
    Most would agree that this by far a professional and amazing plugin. Probably one of the best, and seen very commonly.
    - mChat
    mChat is a standalone plugin, it works separately from permissions prefixes and suffixes, and also is supported by mcmyadmin.

    Anti-Griefing Plugins
    - WorldGuard
    Worldguard is an essential plugin. It not only allows you to protect blocks, but you can stop fire from spreading, tnt from detionating, and things such as stop mobs from spawning and leaves decaying. This is a must have plugin.
    - Essentials
    Essentials should not be classifed as essential but I strongly recommend it. It features hundereds of commands from cheats to antigriefing. My experience with essentials has been perfect and it has helped my server majorly.
    - iSafe
    iSafe is underestimated for its ability. The bukkitpage doesn't have much, but if install the plugin I promise you that you will be satisfied. It has the most advanced blacklisting system. You can blacklist Placing, Breaking, Interacting, Dispense, Crafting, Commands, and a chat censor. Along with many other antigriefing or just handy features no other plugins have.

    Permissions Plugins
    - PermissionEX (PEX)
    PEX is well known for being extremely buggy, but otherwise it has all the features needed for permissions.
    - bPermissions
    bPermissions is the most advanced permissions plugin, but still very simple, it has lots of extra "stuff" that can be annoying, or make things easier. This is recommened by most people.
    - Group Manager
    Made for basic small servers.

    Arena Plugins
    - PVP Arena
    I would most recommend this plugin, as it can be used for anything, be simple or advanced. I do not use it, but would recommend it.
    - War
    War is seen around a lot, and can be used for almost any type of arena, but has many bugs that are usually severe.

    - MobArena
    MobArena is a bit on the unstable side, but perfect every other way around.

    Anti-Hacking Plugins
    - AntiCheat
    Both AntiCheat and NoCheatPlus are amazing plugins, some have small features other do not. Anticheat is more commonly seen, but this is more an opinion choice.
    - NoCheatPlus

    - NoCheatClassic
    Focused to be more like the orignal NoCheat.

    Multiple Worlds Plugins
    - Multiverse-Core
    Multiverse has all the features needed to run multiple worlds. You can even produce customly based biomes with the help of another plugin.

    Rollback Plugins
    - LogBlock
    LogBlock and Hawkeye have almost no difference in the plugin themselves, except hawkeye has web interface, and logblock is supported by McBans.

    "Games" Plugins
    - SimpleSpleef
    The name fits this plugin well. It is simple, but can also be used advanced if wanted. The only downside is there is a lack of support on there page, and a couple of minor bugs that aren't worth saying.

    Clan Plugins
    - Factions
    Factions is fun to use, but a pain to setup. It does need to be customized in the config, and it will never be the way all players want it. But when it comes down to it, this is an amazing plugin that was planned perfectly. Downside? The 1.3.1 update took forever, so hopefully that wont happen again...

    Economy Plugins
    - BOSEeconomy
    This is very similar to BOSEeconomy, but I would say a bit more stable. One thing I don't like is the commands are /econ, except /money. But it does work with EssentialsEconomy so /pay works as well.

    Outdated. Many Bugs. No support. But works well.
    - EssentialsEconomy
    Use only for small, simple servers. Works well for what it offers.

    WorldEditing Plugins
    - Worldedit
    Worldedit is the #1 plugin of all time, it is time saving, and has countless of helping commands and mods. But if a hackers gets there hands on the commands (that rymed :3) then say goodbye to your server. Also, you need this to function WorldGuard, which I do not like.

    Anti-Xray Plugins
    - Orebfuscator
    Uses a lot of memory, but keeps the xray cheaters away. This is however glitchy. Sometimes you will break a block, see a load of ores, then they disappear.
    - Orebfuscator Lite
    Just like Orebfuscator but uses less memory.

    "Cheat" Plugins (Spawning items, keeping items/xp after death, etc)
    - Essentials

    I personally just use this for the funny death messages, but it has some cool features with it. Never had anything wrong with this.

    - Lockette (Items)
    Some people say the don't like how the sign looks on the chest, but this way is simple and easy for users to understand. I have never had any issues with it and will always use it.
    - LWC (Items)
    I used this for a short time, but noticed many people did not lock there chest. The command to lock (/cprivate) is kind of random, it should be simple such as /lock. Also, lockette tells a user how to lock there chest when they place one, but LWC does not. Same with adding users, much more simple on lockette. There also has been a known glitch to bypass the lock, and a major duping glitch. Otherwise, this plugin is OK.

    All you're doing is compiling a list of plugins that people can get by simply searching -- And I doubt the people that post "whats the bestest roll backing plugin" in Plugin Requests are going to come here first. ;)

    Oh, and why do PvP Arenas get their own category? It's a game, is it not?

    Well, i was bored, and i just wanted to make an organized list of the "best" plugins.

    And because stuff like "paintball" isn't an arena plugin.

    This list mostly just covers the most popular plugins. Neither GriefPrevention nor PreciousStones are anywhere on the list, and they're some of the highest-quality plugins out there - just not as popular or well-known as WorldGuard or Essentials.

    There's tons of plugins that are really good at what they do, but that are less well-known than the big-name "catch-all" plugins. The only useful function of a list like this would be to highlight the "hidden gems" of the plugin world - the big plugins are self-promoting at this point, because their userbases have hit critical mass.

    im not going to go into this but ask anyone in a developers stand point. then restate that. a perms plugin should be ment for one thing n one thing only, permission nodes not the extra bs. but like you said its an opinion. so we can keep it like that. no harm done

    Im sorry, but I must reply, just to say some people like the extra "bs" such as me.
    It comes in handy, and helps my server a ton.

    ok indeed it does but there are other plugins out there that offer those needs rather than have a perms plugin overriding some of core classes, thus creating errors n bugs.

    you are thinking about PEX, i guess. never seen problems being reported with perms plugins on bukkit functions on anything but PEX.

    This is quickly becoming a "Categorize plugins I like" thread, and nothing about which is best.

    If you're going to do a "Best plugins" you should stick with one "Best" plugin. There cannot be multiple "best" plugins without breaking the definition of the word.

    If you're bashing on me, GriefPrevention is the best self-served protection system that I know of. So, I consider it the best. ;)

    Im trying to keep it that way, i added most of the plugins that are famous and commonly seen in servers, and open for recommendations.
