there are plugins that allow you to do that and you can also change it in your bukkit.yml, there is a section for spawnlimits.

can you give me any plugin?

and this is my default settings:

    spawn-limits:
    monsters: 70
    animals: 15
    water-animals: 5
    ticks-per:
    animal-spawns: 400
    monster-spawns: 1

    what to edit ? :O

    bastion

you can mess with that but all it does is slow down the rates of spawning.

    try this plugin:

    http://dev.bukkit.org/server-mods/clearlagg/

it has some ways of clearing stuff and can be set up to run at times and i think they just added spawn limits.

try the plugin noLagg, I know as a fact that has it in there you can also edit the monsters and animals and water animals limits orrrr you can just change how often they spawn by chaning the numbers in the ticks. To get the best result you should experiment with it and play around with the settings in bukkit.yml. However you can install the plugin noLagg and edit its configuration to your liking aswell.
