I'm not quite sure, but there are a few things you should check.
Make sure the launcher is inside your server folder.
If your world is named something different, open up server.properties and change the "world" tag to the name of your world.
If these won't work, pm me with a few more details and I'll see what I can do.

Try restarting your router then. Something else may have mapped itself to the bukkit port and won't shut down, so try restarting the router to clear it out. If that won't work, try using a different port.

putting plugins in is easy, download them from http://dev.bukkit.org/server-mods/
and place them in the plugins folder in your server folder.
To get maps on the server, copy the map into your server folder and rename it to world.

open up the craftbukkit starter.bat file, and find where it says "java" change that to the path where java is on your computer, for example, "C:\\Program Files\Java\jre7\bin\java.exe"
make sure to put quotes around it.
