My Pex loads up fine when I do not touch the perms. but when i edit the perms, pex wont load up. I think it is the problem with my perms i made. I would appreciate if someone sent me the correct perms file of this perm file: http://pastebin.com/f0B8E5RP

There is so much wrong! Spacing, as Walshy said, some of your values are incorrect like this build:true should look like this build: true and also groups need a colon after them. I think you should just start over. Copy that permissions.yml file to your desktop or something so that you know what the permissions are that you added and then either set up your groups, prefixes, and permissions in game with commands, or use @nathan060700's program that uses a GUI to help you set up your permissions file.
