   I'm using the Effect Libary and I'm trying to work with setting the location. How would I set the location of the effect by getting the location of say a player then adding a number to it so it would appear higher in the sky.
   
   So, I'm trying to get the location of something and then add about 50 blocks and set it at that location.

   I'm having another issue with centring it. So it's a circular ring thing but it's not centred. Do you know how I would centre the circle on the centre of the block?

   Try adding making the x and y coords 0.5 higher.
