Need help with faction permissions

I'm running factions on my bukkit server (CB 1.2.5 R3.0). I'm using pex for permissions, and for some reason factions permission nodes don't seem to be working. I want to configure it so that only certain groups can create factions, but no matter who i give the perms to everyone is able to create. I've even given some permission groups a negated node (-factions.create), and it still doesn't work.

Can someone help me? I don't think the version number has anything to do with it cuz this has never worked.

 

You have to negotiate the node before any other node...
so its NOT like this:

- -faction.create

but like this:

ok thanks! now, do i have to put the -factions.create before all the permissions for the other plugins, or just before the other faction permissions?
