Solved chest-access isn't working?

Hello! I recently opened a server and discovered that members cannot open chests at spawn. I use WorldGuard to protect my spawn. Since building is disabled by default, I used the other flags necessary. But the members could open enderchests and crates at spawn. These are my flags

chest-access obviously isn't working. Is there a way to fix this? Do I have to do something in permissions for Member? It's just all very confusing and help is very much appreciated. Thank you!

 

Are you using any other Plugins for chests?

 

Go to your server.properties and change spawn-protection to 0.
