My per world plugins is not working!

    Okay, so I run a factions and kitpvp server (guppycraft.mcserver.ws) which uses factions, and cobra kits, as well as the tardis plugin. The games are divided by world, as I can't afford more than 1 server. I installed Per World Plugins so that I could disable certain plugins for certain worlds. Here is my config:
